The Motorcycle Special Events Team of Texas (MSET-TX) needs Volunteer for roles in Medical, Communications, and Support (Because of prior no-show abuse , Support volunteers are by "Invitation Only") for 2008 ROT Biker Rally. The Rally will be Thursday through Sunday. Vendor setup will begin on Wednesday.

For the past several years, the ROT Biker Rally has been rated the "Best motorcycle rally in Texas" and attracts over 60,000 participants. Events include: parades; live music; over 300 vendor displays; custom bike shows; stunt shows and much, much more.

MSET-TX and MSET-TX Volunteers will be providing support starting on Wednesday and 24hour support from Thursday morning through Sunday afternoon. Multiple shift times are available for medical, communications and Medical Physical support volunteers. Note: Medical Physical support signup are by invitation only due to prior abuse and no-shows. All volunteers will be granted free access to the ROT Rally (a $48 value) and may participate in the rally before or after their shift/s.

This is one of Austin's largest events and volunteering is a great way to show your support to Austin, the medical, law enforcement and/or communications community and the thousands of visitors to our great city. Don't miss this opportunity to be part of this fun and exciting event.

Overvivew of Volunteer
Requirements, Conduct & Roles

Volunteer Requirements
Volunteers must be at least 18 years of age to be allowed to work as an MSET Volunteer. Volunteers shall provide proof of age at the time of on-site registration with MSET. Acceptable proof shall be a current (unexpired) identification that include a photograph of reasonable likeness such as state issued driver license or identification Card, Military ID, or Passport. Also a copy, for MSET records, of any credentials or certifications necessary to perform in the role for which they are volunteering. These items must be witness/verified by an appropriate MSET staff member.

Volunteers are not compensated. Certain event admission and access fees may be waived for volunteers that schedule and work one or more full shifts. All volunteers will be required to read, understand, sign and execute an indemnification and hold harmless waiver towards MSET before they will be allowed to volunteer. Volunteers also must agree to follow MSET Rules of Conduct, Policy and Procedure, and directives whether written or orally rendered.

 

 

Conduct Guidelines

Volunteers working the event are not allowed to consume alcohol when working a shift. Volunteers shall not wear the medical uniform shirts when off duty. No volunteer may work while under the influence of alcohol, narcotics, or any drug that may impair judgment or motor skills whether prescription or non prescription.

Security and patient confidentiality are paramount and all information will remain confidential in accordance with HIPAA requirements. Volunteers will not offer any information or status concerning patients to anyone except medical providers and MSET staff in the routine course of patient treatment and care. Volunteers shall not speak on behalf of MSET unless specifically authorized by the MSET Event Officer in Charge or their designee. Any and all inquiries shall be referred to the MSET Event Officer in Charge or their designee. B>Any information you hear, write down, or have access to, while acting as a MSET volunteer, concerning patients is confidential and protected by federal law. You are not allowed to share that information with anyone including your immediate family. This also includes Law Enforcement. Defer any inquiries to the MSET Event Officer in Change or if on the scene to the medic treating the patient. Failure to keep information confidential and a complaint filed by or on behalf of the patient may put you defending yourself. for release of such information, in a federal court.

Due to the nature, characteristics, and potential hazards of the operational environment, under no circumstances will minors be allowed in or around the patient treatment and operational areas unless the patient is a minor.

Only when volunteers are on-duty will they be allowed in and around the MSET operational facilities and operational areas. Off-duty volunteer will remain clear of the MSET operational facilities and operational areas unless they are conducting business with MSET staff concerning their volunteer duties and assignments. Volunteers have no authority to authorize exceptions to the MSET Guidlines, Policy, and Procedure to anyone unless conveying such exceptions at the explicit direction of the MSET Event Office in Charge or their designee

All Volunteers, when not on-duty, will not remain or loiter in the vicinity of operations or operational facilities under the control of MSET. Volunteer family members, friends, and associates, except when they may also be on-duty Volunteers, will remain clear of the MSET operational facilities and operational areas whether the volunteer is on-duty or off-duty. This is to insure patient confidentiality, privacy, and HIPAA compliance.

Medical Volunteer Responsibilities

Medical volunteers are primarily responsible for providing emergency medical care to the staff and patrons of the Republic of Texas Biker Rally. Medical Care will be at a BLS level and only personnel certified by the Texas Department of State Health Services at an ECA or higher level will be able to provide medical care.

MSET will furnish all medical equipment for medical volunteers. Volunteer will not use personal equipment or supplies when volunteering for MSET. Volunteers may use some personal items such as stethoscopes, scissors, and flashlights. Exceptions to the use of personal equipment rule will be reviewed for each and every instance. Exception approved/denied is at the discretion of the MSET Event Officer in Charge or their designee.

Medical volunteers will have assigned duty stations. These assigned stations may be at a fixed central treatment facility, a portable remote treatment station on the ROTBR grounds, or roving teams. Medical volunteers may be dispatched to respond to medical emergencies anywhere on the ROT Rally grounds.

All medical volunteers are required to work at least one full shift at the rally and follow all MSET-TX guidelines on conduct when working as a MSET-TX Volunteer.

Communications Volunteer Responsibilities

Communications volunteers will staff the MSET Communications Control Center. Communications volunteers are responsible for providing communication services to medical staff, MSET-TX Leadership, as well as ROT Biker Rally (ROTBR) staff. The communications volunteers will be operating two-way radios, maintaining communications logs, and dispatching the medical teams in the field to medical emergencies needing medical attention. They will also track the location and availability of the medical teams in the field. Additional communications dutes include message traffic between ROTBR staff and MSET, and Austin/Travis County EMS Communications and MSET because these entities will be operating on differnet frequiencies/channels.

The Communications Control Center will be staffed at all times and can not be left unmanned for any reason (No Exceptions). Should a communications operator need to temporarily leave their assigned post they shall secure a qualified replacement before doing so, indicate the anticipated length of absence, and inform the MSET Event Officer in Charge. The communications operator can expect to stay on duty until either relieved by the next shift or obtain authorization to be released from duty by the MSET Event Officer in Charge.

All radio traffic will be kept to a minimum. NO EMS communications will be performed on the ROTBR channel. No patient identifing information such as name, address, or identifing numbers, will be transmitted via radio. All communications will be in the clear, in simple language, such as Affirmative, Say Again, Standby, Received, Unit#X State Your Location, Unit#x State Your Status, Unit#X State your ETA at XXXXXX, Unit#X Confirm you are XXXXXXXXX, etc. There will be no use of 10 codes or other abbreviations not normally used in the EMS environment. Alpha phonetics may be used to spell out critical words. For example the letter A may be phonetically communicated as Alpha or Adam. Letter B as Bravo or Baker and so forth. If there is confusion between the numbers five and nine then the word Niner may be used for nine.

Physical Support Volunteer Responsibilities Volunteers accepted by invitation only

Physical Support Volunteers are responsible for other duties as needed. The Physical Support Volunteers are to assist the medical and communications staff with activities not requiring medical/communication proficiency or certification.

Duties may include running messages, equipment, or supplies, assisting with lifting (up to 50 pounds), distributing supplies, straightening up and organizating the operational facility, and other tasks as needed. If you have physical limitations, it is important that you let us know when you sign-up. If possible, we will match your support role to accommodate your limitations.

If you are assigned to support a medical team or activity, you may be on scene with the medical staff. You may be asked to make entries on the patient treatment form. any information you hear or write down concerning the patient is confidential and protected by federal law.
